The National Energy Administration intends to adjust the target of the "13th Five-Year" power plan

Recently, the National Energy Administration issued the "Notice on the Mid-term Evaluation and rolling Adjustment of the 13th Five-Year Power Plan" to carry out the mid-term evaluation and rolling adjustment of the 13th Five-Year power Plan. In the first half of this year, various energy regulators have also assessed the implementation of local plans, and the National Energy Administration has led the adjustment of the "13th Five-Year Plan" of electricity according to the evaluation report.

The planning adjustment means that a number of power development objectives will change, and a number of projects are expected to be shortlisted for additional seats.

According to the 13th Five-Year Plan for electricity released in 2016, during the 13th Five-Year Plan period, more than 79 million kilowatts of wind power were added to the production, and more than 68 million kilowatts of solar power were added to the production. In 2020, the installed capacity of wind power in China will reach more than 210 million kilowatts, including about 5 million kilowatts of offshore wind power. The installed capacity of solar power generation reached more than 110 million, of which distributed photovoltaic power generation exceeded 60 million kilowatts and solar thermal power generation reached 5 million kilowatts.

It should be made clear that the above indicators are expected indicators, not binding indicators. Planning to the third year, the development of the industry and planning goals appeared out of touch.

In particular, after the explosive growth of the photovoltaic industry in 2017, as of the end of June 2018, the installed capacity of photovoltaic power generation in the country reached 154.51 million kilowatts, of which, photovoltaic power stations were 112.6 million kilowatts, and distributed photovoltaic 41.90.3 million kilowatts. If the industry is promoted according to the plan, photovoltaic has completed the planning goal as early as last year.

As far as wind power is concerned, in the first half of this year, the country added 7.94 million kilowatts of wind power connected to the grid, and the cumulative wind power connected to the grid capacity reached 171.6 million kilowatts by the end of June. If in accordance with the binding target of 210 million kilowatts, in the second half of this year and 2019, 2020, the total installed capacity of wind power indicators only 40 million kilowatts, and the current industry is entering the peak season of development, is expected to add more than 20 million kilowatts this year, 2019, 2020 basically no room for development. This calculation is not consistent with the development stage of the industry, the wind power industry is entering a three-year small growth period, three consecutive years of new installed capacity will be more than 20 million kilowatts.

Obviously, planning has formed constraints on industrial development to a certain extent. Because of this, planning is sometimes called "hanging on the wall."

In fact, the adjustment of planning is also in the relevant work arrangements.

In the "planning implementation" plan of the 13th Five-Year Plan for electric power, it is proposed that: "In the year of planning implementation, the implementation of the plan is reviewed, sorted out and evaluated every year, and the planning project is fine-tuned according to the implementation situation." Adhere to the medium-term evaluation system of planning, strictly evaluate procedures, entrust third-party agencies to carry out evaluation work, put forward suggestions on the rolling implementation of planning, summarize experience in a timely manner, analyze problems, and formulate countermeasures. If the plan really needs to be adjusted, it shall be announced by the National Energy Administration after revision according to the procedure."

In 2016, the National Energy Administration issued the "Measures for the Administration of Power Planning", clarifying a series of management measures for planning adjustment.

Among them, Article 34 clearly states: "In the process of planning implementation, the power plan can be appropriately rolled and adjusted according to the actual situation." Two to three years after the publication of the power plan, the National Energy Administration and provincial energy authorities can roll over the five-year plan based on economic development and the implementation of the plan. In case of major changes, or at the request of the power enterprise, the planning department can also organize the adjustment of the specific projects planned according to the procedure."
