"Two learning and one doing" learning and education is a powerful starting point for promoting ideological party building, organizational party building, and institutional party governance, and a basic project for comprehensively and strictly governing the Party. It provides a strong organizational guarantee for the overall layout of "five in one" and the coordinated promotion of the "four Comprehensives-oriented" strategic layout. We must continue to do a good job in "two learning and one doing" learning and education. Actively promote the normalization and institutionalization of "two learning and one doing" learning education.

"Learning" should be persistent and targeted. Party members and cadres should correctly grasp the direction of learning, otherwise they will easily fall into a blind state or even go astray. "He who plants a tree must nurture its roots, and he who plants virtue must nurture its heart." Adhere to the Party Constitution and rules to regulate the behavior of Party members and officials, and arm the whole Party with the Party's innovative theory.  In-depth study of the spirit of a series of important speeches and the new ideas and strategies of the Party Central Committee on governance is the basic skill of all party members and cadres, and it is necessary to learn from the original, with problems, with reality, with timely follow-up, and with a thorough understanding of the study.

"Doing" should promote action with knowledge and combine knowledge and action.  They must be qualified in the implementation of discipline, strictly observe the Party's political discipline and political rules, and use discipline and rules to regulate and restrain their words and deeds. They should be qualified in moral character, learn to pass on the Party's fine style of work, pay attention to learning China's fine traditional culture, revolutionary culture, and advanced socialist culture, and consciously practice socialist core values. To be qualified in playing a role, give play to the advanced and exemplary role of Party members, do a good job of serving the people, go deep into reality, deep into the grassroots, deep into the masses, do solid work, dare to take on responsibilities, and set an example in promoting reform, development and stability.

"Often" requires institutional protection, exploration and innovation. With "two learning and one doing" as the basic requirement, "three meetings and one lesson" as the basic system, and the basic goal of solving problems and playing a role, we ensure that we learn deeply and do well, and resolutely prevent superficialization, formalization, entertainment and vulgarization. It is necessary to fully mobilize the enthusiasm and initiative of grassroots party organizations, carefully plan to promote the level of grassroots party building, and creatively carry out learning and education. Actively promote open, interactive and experiential organizational life, enhance the appeal of intra-party life, and make learning and education more targeted and timely with the experience and practices that Party members enjoy.
